It allows a ramp to swing up and over the threshold in situations where you have an inward-opening door to save the hassle of having two ramps. It is 72cm wide (2cm in on each side from the permaramp) to allow it to sit between door thresholds easily, and so it can sit flat against the permaramp when folded back.
